Thank-you for the advice. I have several questions... I have used
arcGIS to convert my map of regions into an AI document. Then I import
to stage in Adobe Flash CS3. What are the steps I have to do to assign
each idividual region (polygon) a unique ID? How do I actually do it,
please? Also, would it be better for me to create a vector swf file
instead? If so, which software can convert a shp (shapefile) to an swf,
please?

From your other post I understood that you already figured it out. But here's some tips which might help:
- When you import an AI document you usually have to break the map into pieces first (select all the shapes, then press ctrl+b several times).
- For the text labels, you would need to use the "txt" movieclips that come with the template (i.e. not create your own). Just copy and paste the ones that are on the stage until you have as many as you need, and then rename the identifier (instance name).
- The borders need to be in a seperate movieclip with the identifier name 'borders'. Double-clicking the borders of your map then pressing F8 (Convert to Symbol) should do the trick.
